A policy statement is not a control. A control description is not evidence. Public claims should remain traceable to a defined system, failure path, test, observation, and reviewed evidence record.
Live source systems may continue to change. A publication snapshot preserves the exact object versions, values, evidence states, figures, and relationships used in that release. Later corrections or replacements create new versions and explicit supersession history.
